Buying or leasing property in Moldova as a foreigner

Whether you need an office in Chișinău, a warehouse near the border, or land for a new factory, the first practical question is simple: can we actually own it? Mostly yes. There's one important exception.

Can foreigners own property in Moldova?

Yes, for most property. Foreign individuals and companies may own privately held land and buildings, and publicly owned land can also be sold to them under the applicable rules. Offices, retail units, industrial buildings, warehouses and non-agricultural construction land are all open to foreign ownership.

The exception: agricultural and forestry land, which may be owned only by citizens of the Republic of Moldova and/or Moldovan companies. A few narrow categories are off-limits to foreigners entirely (land for water management, state material-reserve infrastructure, and civil-protection facilities).

Accessing agricultural land

Because direct foreign ownership of farmland isn’t permitted, investors typically use a long-term lease (often sufficient for agribusiness) or hold through a Moldovan company. That structure carries legal nuance, so set it up with local advice.

Buying: how it works

  • Find and shortlist the property
  • Due diligence: verify title and encumbrances against the cadastre, and confirm zoning and permitted use
  • Execute the notarial deed
  • Register the transfer with the cadastral authority

The two most common pitfalls for foreign buyers are incomplete title checks and zoning that doesn’t match the intended use. Both are avoidable with local guidance.

Leasing: often the faster route

For an exploratory or early phase, leasing offices, retail or warehouse space avoids tying up capital. Get the term and renewal rights, indexation, cost allocation, fit-out rights and exit terms right. The headline rent is only part of the picture.

The market today (2026)

  • Chișinău residential rose from €1,030/m² (2022) to €1,540 (2024) and €1,720/m² (2025), though the market cooled in 2025 (transactions down ~54% year-on-year).
  • Residential yields ~5.6–6.5%.
  • Offices ~11% (Class A) / ~8% (Class B); occupancy ~88% / ~78%.
  • Warehouses ~7.3%; cold storage ~8.8%. Yields sit above the CEE average.
